No Rule Server

RpR can create a no rule server since there is still a good part of the H&D2
community that hates rules and respecting other players.

For now, this server is not going to be started because if we ban someone
on our regular public servers, the ban will be on this no rule server too. We
need Johnny to change RSC to ban on individual servers or groups of servers.

Who is interested in managing this server? Would it be only DM or Coop also?
Managing requires map changing, restarting and basically keep it open 24/7.

For now, the update of RSC is not possible. I hope it can be done in
the near future. Until then, I guess we can create a No Rule server,
probably it will be Deathmatch or mostly DM.

If anyone wants to volunteer to manage this server, someone outside
RpR, we can create an admin for this server and give you the password.
