Request to modders: directx hook

So I sometimes hear about "directx hook" which, if I understand correctly, is injecting a .dll (d3d8 or d3d9) in the game that creates a graphical overlay causing better light effects and colors. It would be great if we could somehow enhance the graphics of HD2. Any modder / programmer here that would try his hand on it? I am not sure if hd2 is using directx 8 or 9.

So it could be most enjoyable for CRT / TFT monitor users...
Is this ever made for Mafia ?
Someone with knowledge of LS3D engine and dll-s and this visual enhancement theory could make it.
Maybe some digging in hidden-and-dangerous.net forum (i guess its the oldest forum of HD and HD2) can reveal something...or asking it there, but not much programmers are visiting this forum.
