Architectural monuments in my region may look similar to this. You might find it beautiful and not only you, the masses also consider it a sight. But if you look closely, you will see that something fundamental is missing here. It has something to do with the structure.

I can tell you what I think is missing:
First, some lights, for the love of god let there be light after sunset
Second, trash bins
And last but not least, a beautiful fountain, benches around it and maybe some statues but that might be a stretch

I also strongly agree with Stern about graffiti... here in Warsaw it's everywhere and saying that my blood boils every time I see it, is an understatement
