You didn't unban him mate, 0 is just banned without reason, unban is 9 (tick "unbaned" or simply delete entry.

Banned =RpR=Bl@deD@ncer for being afk a long time (about an hour or so), blocking reassembly on Brest, later blocking a vote and so on. Not exactly the first time this happened... Let him come to the forum so he can promise for the zilionth time it won't happen again...
