At least Daemon Tools lite is for free and is enough for the basic use of mounting a CD / DVD ISO image. It's a virtual CD / DVD driver.
You can find it easily on the web.

All Fail. I was able to get Daemon tools running and was able to mount and install HD2,
however, I am having the same problem, even with Daemon tools......Sabre Squadron gets the same error.

I am clueless what to do now.
I even tried to install it in safe mode and it won't go.

So, it seems it related with the stuff installed on your computer, your original CD is not involved.

What about your OS ? Are you running a clean version of XP with SP3? Did you try to install HD2 SS after reformating and reinstalling a clean and complete OS ?

You could try to delete all entries for Hidden and Dangerous 2 in your registry and after try to install again.
But be careful to not delete any other entry.
If you don't know what the registry is or how to open it you'd probably better not try
