Yeah you can't really pinpoint someones IP to a specific location.
But believe me, 2 players from Estonia at the same provider and having the same behaviour is not a coincidence.
Whatever, i was present online when the guy was doing his circus. I saw well, direct live, what he was doing, immediately reconnecting after ban with another nickname and another IP from his range. I'm an old monkey and such tricks are good for kids.
