Hi,
First check if you are behind a router. If not, creating a server probably won't work anyway.
Which Windows version are you running?
About Rs_SabreFinn's document, it looks quite confusing and i don't think you have to disable all that apapters..
Basically the IPv6 support on newer Windows version causing problems, therefore you have to disable the IPv6 protocol as posted here:
HD2 Wiki Dedicated Server
(Step 3 is probably not necessary)

Now for Windows XP you don't have to struggle with IPv6.
So next would be forwarding ports of your router and firewall.
For example if you want to run a server on port 11001, you need to forward following ports
For testing accessibility of your server i'd use the ServerLauncher.exe (in your HD2 main directory)

| 11002 | TCP, UDP |
| 11003 | TCP, UDP |
| 11004 | TCP, UDP |
